that matters of vital importance were submitted to him by me in the first instance and during the progress of the work, yet he failed to appreciate the same or to take action thereon, but he can write such a letter to me without attempting to explain to the Government the real cause of delay and eventual expenditure.

PROCEDURE AND CONSEQUENT DELAY.
I beg to attach Public Works Office copy No. 7348 of 1903 (which I have numbered 1 to 67 inclusive) containing my Reports of December 1903, April 1904, May 1904, and July 1904.
I also beg to submit that a perusal of these Reports will demonstrate upon what basis the Government
commenced the work and the cause of the disastrous re-
sults that have ensued.
It will be noted that many matters of in- portance were pointed out to Mr. Chatham, yet such were left in abeyance and to muddle out during the progress
of the work.
In view of these facts may I be permitted
to say that the Government can: ot expect perfection on
completion of a large work.

I would here point out that I was not con-
sulted in any way upon Messrs. Denison, Ram & Gibbs'
design for the building until after the Architects
had been appointed, the drawings were then forwarded
